CHIPS Act Finalizes For Three Companies Same Day, Stocks Pop

General Industry

D-Wave, Rigetti, and Quantinuum each signed definitive $100 million agreements with the Department of Commerce on September 8, converting May's letters of intent into real money. Same structure across all three: CHIPS and Science Act R&D funding, government takes a minority non-controlling equity stake in each company as the price of admission. Rigetti's money targets three specific bottlenecks, compressing readout electronics, a new cryostat architecture, high-connectivity chip fabrication. D-Wave's money splits between a 100,000-qubit annealing system and a 10,000-qubit gate-model system targeting 100 logical qubits. Quantinuum's targets trapped-ion manufacturing scale-up. PsiQuantum executed the same structure separately. Four companies, four $100 million awards, one government program, one week.

Stocks moved on the news. Rigetti up 7.4% to $16.33. D-Wave up 5.4% to $17.48. Quantinuum up 3.9% to $51.56.

This is the CHIPS program actually paying out, not another letter of intent sitting on a press release. Four companies now carry federal equity stakes on their cap tables. That's real dilution, disclosed upfront, in exchange for real cash.

Read the boilerplate. Every 8-K lists the same risk factor: "the risk that the Company is unable to satisfy the conditions to disbursement of any portion of the award, including project milestones." This is money conditioned on hitting technical targets, not a check that clears tomorrow. Four companies just took on a government partner with equity and oversight. Worth tracking whether any of the four misses a milestone before the market notices.
